Value-focused thinking and decision analysis techniques are used to rank the target sets according to decision maker preferences and the overall objective of achieving network disruption. The ranked list of potential targets can be narrowed down to an amount palatable to the decision maker, C2W planner, or some other user, so that further analysis may be conducted.
