Julia Martin hated everything to do with cops. Her parents had been killed by a trigger-happy hot headed cop, and she had been left alone to raise her younger brother as a result. So when she is given the assignment to help make the NYPD look better after a wrongful arrest resulting in excessive force that almost killed an innocent man, she was not exactly pleased. Rex Perfect was the youngest chief of police New York City had ever seen, and because of that, he caught a lot of grief from the older men in the community.
