Dr. William Foster, III is an accomplished leader in the field of education and community development. With a career span of thirty (30) plus years. He is a graduate of Blackshear H.S. Hearne, Tex. Class of '67. He earned a B.S. Degree in Math/Physics/Computer Science a M.S. Degree in Math/Guidance a Secondary Mid-Management Certification, and a Ph.D. in Public Administration. He formerly served as the Central Area Director for The National Education Associations Houston Office for 8 yrs. He organized and was the first President of the Texas Faculty Association at Prairie View University. He is the Chairman/CEO of the "City And Town Management Services Corporation." A Community Development Entity certified by the U.S. Department of the Treasury. He is President of the Blakey-Foster Foundation, (a non-profit corporation). His career started at NASA where he worked on Skylab. He worked in the Houston Independent School District as a Math Specialist and Coach. He work as a math instructor at Houston Community College and Prairie View University. He has been a Consultant with TEBCO services Inc., Aqua Source, Inc. He was a former candidate for the office of the United States Congress. He has published several Articles, co-authored several books. He is a member of the St. Emanuel Baptist Church. Phi Delta Kappa Education Fraternity. The NAACP and Red Cross. Prince Hall Masons. Former N F L agent and member of the Texas State Coaches Association. He is listed as a member in the National Register of "Who's Who" in Executives and Professionals, 2005-2006 edition. He assisted Athens Texas in receiving a "First time Homeowners Grant". And presently serves on the Board of the East Texas Bio-Medical Research Institute and is a United Nations Volunteer.
