The planet's governor assigns Spri to lead the preparations and spearhead the battle for independence from the Azten Empire. As the planet lacks advanced technology, Spri establishes secret diplomatic relations with another planet, seeking technology and manufacturing assistance. But their activities are discovered. a new threat emerges-the Golanta Empire, with plans to destroy and assimilate the entire Azten Empire, starting with Baktu. The Azten Empire plunges into civil war when the Trident crime syndicate demands political power, followed by a tenuous truce to confront the Golantan threat. Baktu then experiences a local rebellion led by a Golantan spy.
